Cutting Taxes for Start-ups That Don't Pay Taxes

I will eliminate capital gains taxes for the small businesses and the start-ups that will create the high-wage, high-tech jobs of tomorrow.
Sounds good? Think about it for a moment. High-tech start-ups don't have any capital gains. So what exactly is he going to eliminate?

You are a tech startup founder - I think it would be really interesting to hear some thoughts about how the tax code has affected your business, what you'd want to see change, and how both candidates' proposals seem to address that. Until recently I ran a small business (with me as the only employee) so I'd been thinking about how all this would affect me (now a moot point, as I've moved on to something new). But I think you've got a really valuable perspective on this - obviously you can't share details of your company's finances, but how do current and proposed policies really play out when you're making business decisions?
(I'm NOT being snarky, by the way, I think that would make some interesting reading.)
